  There were 3 scary tweakers in my apt complex at 430am this morning while walking my dog before work, 1 noticed me and started getting out towards me, so I went back inside. I decided to just call non emergency, but not open, so I called 911 & tried to instantly let them know it wasn't an emergency but the dispatcher didn't care, he hung up w/ a transfer back to non emergency. Not cool, I'm a tiny blond girl who should feel safe in my complex...being hung up on by police wouldn't ever even happen in Chicago...
